The main activity of the "Consumer Goods Expertise Center" Limited Liability Company (hereinafter - the Center) is to conduct examinations to determine the country of origin of goods and issue documents confirming the results.
When exporting goods from the customs territory of the Azerbaijan Republic, a "certificate of origin" certifying the country of origin of goods is compiled for the implementation of customs clearance procedures. The country of origin of goods means the country in which the goods are produced entirely in that country or are sufficiently processed based on the criteria established by the relevant legislation. The country of origin of goods is determined for the purpose of tariff and non-tariff regulation of exported goods.
The certificate of origin is issued by the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy of the Republic of Azerbaijan on the basis of an application of legal entities and individuals (hereinafter - the customer). Depending on the country of export, customers are certified in three forms: CT-1, A and General.
- CT-1 certificate of origin when exporting goods to CIS countries;
- Form A certificate of origin when exporting goods to European Union countries (countries included in the Generalized System of Preferences);
- A certificate of origin in the form of "General" compiled when exporting goods to other countries outside the European Union and the CIS.
The country of origin of goods is determined based on the results of relevant examinations. Examinations to determine the country of origin of goods are carried out by the "Consumer Goods Expertise Center" LLC subordinated to the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy. Based on the results of the examinations, an "Expertise Act" is compiled.
Examinations to determine the country of origin of goods are carried out in the administrative building of the "Consumer Goods Expertise Center" LLC in Baku, located at 82 Khagani Street, Sabail district, Baku. In the regions Ganja-Gazakh, Aran, Guba-Khachmaz, Sheki-Zagatala, Lankaran, Absheron regional branches of the Center, carry it out.
An expert report is drawn up for a consignment of goods ready for loading. The expert opinion is drawn up in two copies, one copy remains in the Center, and the other copy is submitted to the State Service for issuing a certificate confirming the country of origin of the goods.
Clients are obliged to pay a service fee in the amount established by the Tariff (Price) Council of the Republic of Azerbaijan for expert services in determining the country of origin of goods.
