Azerbaijan Metrology Institute

Azerbaijan Metrology Institute is a public legal entity (hereinafter - the Institute) created on the basis of State Metrology Service which was abolished in accordance with the Decree No 1234 of the President of the Republic of Azerbaijan “On additional measures to improve management in the field of standardization, metrology, accreditation and protection of patent law” dated February 10, 2017.

 

The main activities of the institute are as follows:

 

  • acquisition (or creation) of state quantitative unit standards, maintenance, reconciliation and ensuring transfer of quantitative units from state standards;
  • calibration of working standards and measuring instruments and issuance of the relevant certificates;
  • comparative inspection  of measuring instruments belonging to the relevant state regulation areas and issuance of relevant certificates alongside with the transfer of the unit of quantity, on the basis of the contract concluded with economic entities;
  • conducting a metrological examination of documents submitted in order to recognize the confirmation of the conformity of measuring instruments imported into the country;
  • conducting tests and maintaining the state register for the purpose of approving the type of measuring instruments;
  • certification of measurement methods;
  • issuance of a document confirming the compliance of equipment intended for medical or pharmaceutical activities with regulatory and technical requirements;
  • to participate in the harmonization of national standards within international and regional metrological organizations;
  • representation in international and regional organizations on metrology, etc.

 

In addition, control over the inspection of measuring instruments in accordance with Article 12.3 of the Law of the Republic of Azerbaijan "On ensuring the unity of measurements".

 

The Institute is independent and operates in accordance with: the Constitution of the Republic of Azerbaijan; international agreements to which the Republic of Azerbaijan is a party; the Law of the Republic of Azerbaijan "On Public Legal Entities"; the Law of the Republic of Azerbaijan "On Ensuring Unity of Measurements"; other laws; decrees and orders of the President of the Republic of Azerbaijan; decisions and orders of the Cabinet of Ministers of the Republic of Azerbaijan; other normative legal acts; and its own Charter.

 

In carrying out its duties and exercising its rights, the Institute interacts with state and local self-government bodies, international and non-governmental organizations, and other legal entities and individuals.

 

The Institute has an independent balance sheet, property at its disposal, bank accounts, as well as treasury accounts, a stamp engraved with its name, appropriate stamps, logos (emblems) and letterheads.

 

Currently, the Institute has the following national standards laboratories:

  • Laboratory of state standards of temperature;
  • Laboratory of Mass State Standards;
  • Laboratory of state standards of electrical quantities;
  • Laboratory of state standards of time and frequency;
  • Laboratory of state standards of pressure;
  • Laboratory of state standards of ionizing radiation;
  • Laboratory of density state standards;
  • Laboratory of viscosity state standards.

 

The Institute also has the following laboratories for testing and calibration of measuring instruments:

 

  • Laboratory for testing and calibration of pressure, flow and volume measuring instruments;
  • Laboratory for testing and calibration of electrical and radio measuring instruments;
  • Laboratory for testing and calibration of mass, geometric and mechanical measuring instruments;
  • Laboratory for testing and calibration of temperature measuring instruments;
  • Laboratory for testing and calibration of physical-chemical and optical-physical measuring instruments;
  • Laboratory for testing and calibration of ionizing radiation and radioactivity measuring instruments.

 

In particular, there are five Regional Territorial Departments of the Institute in the relevant areas of activity:

 

  • Northern Regional Territorial Administration;
  • Southern Regional Territorial Administration;
  • Western Regional Territorial Administration;
  • North-West Regional Territorial Administration;
  • Aran Regional Territorial Administration.

 

Relations with international and regional organizations on metrology

At present, the Institute represents the Republic of Azerbaijan in two international and three regional metrology organizations:

 

  • General Conference on Weights and Measures (CGPM);
  • International Organization of Legal Metrology (OIML);
  • Euro-Asian Cooperation of National Metrological Institutions (COOMET);
  • CIS Interstate Council for Standardization, Metrology and Certification.
  • The Standards and Metrology Institute for Islamic Countries (SMIIC).

 

It also closely cooperates with the National Metrology Institutes of other foreign countries.

 

In particular, on January 28, 2015, the Azerbaijan Metrology Institute signed the “International Agreement on Mutual Recognition of National Standards and Measurement and Calibration Certificates issued by National Metrological Institutions” (CIPM MRA).

 

Conformity assessment

 

In November 2017, international experts of COOMET Regional Metrology Organization (Euro-Asian Cooperation of National Metrological Institutions) assessed the compliance of the Institute's Quality Management System with the requirements of the international standard ISO / IEC 17025.

 

According to the results of the audit, on January 31, 2018, by the Decision of the 24th meeting of the “Technical Committee of the Quality Forum” of COOMET, the Azerbaijan Metrology Institute approved the compliance with the requirements of the international standard ISO / IEC 17025 QSF - R53 dated January 31, 2018 "Certificate of Recognition" was issued. “The Certificate of Recognition” is issued for a period of 5 years (valid until January 31, 2023).
