Born in Baku in 1982.

From 1997 to 2001, pursued undergraduate studies in Law at Azerbaijan University. From 2001 to 2003, completed a Master’s degree at the same university, specializing in Criminal Law, Criminal Procedure, Criminology and Forensic Examination.

Began his professional career in 2006 as a State Tax Inspector at Territorial Tax Department No. 10 of the Ministry of Taxes of the Republic of Azerbaijan. Until 2019, held various positions within the institution, including Senior State Tax Inspector, Senior Legal Counsel, Head of the Legal Division, and Head of the Legal Department. From 2019 to 2021, served as Senior Legal Counsel at the Legal Department and the Main Legal Directorate of the Ministry of Taxes of the Republic of Azerbaijan.

From 2021 to 2023, served as Chief Advisor and subsequently as Head of Administration at the State Service for Antimonopoly and Consumer Market Control.

On 1 August 2025, he was appointed Head of Administration of the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan.

Married and has three children.
