Born in Baku in 1980.

In 2002, graduated from Baku State University with a Bachelor’s degree in International Law. In 2004, he completed his Master’s degree at the same university with distinction.

In 2005–2006, pursued a Master’s degree in International Economic Law at the University of Warwick in the United Kingdom under the Chevening Scholarship Programme. In 2014–2016, obtained an MBA degree from IE Business School in Spain.

Began his professional career in 2002 as a lawyer at Baker & McKenzie CIS Ltd. From 2003 to 2007, he continued his career at OMNI OJSC. In 2007–2010, served as Legal Counsel at the Islamic Corporation for the Development of the Private Sector, a member of the Islamic Development Bank Group. From 2010 to 2015, held a number of senior positions at various private companies, including Advisor for Corporate Regulation and Compliance, Deputy General Manager, and Deputy General Manager for Business Operations. From 2018 to 2021, held senior positions at Veyseloglu LLC, including Head of Legal and Internal Control and Director for Business Support.

In 2021–2022, served as Chief Advisor at the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy of the Republic of Azerbaijan.

By Order of the President of the Republic of Azerbaijan dated 16 December 2022, he was appointed Deputy Head of the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy of the Republic of Azerbaijan. From February 2025 until his subsequent appointment, he served as Advisor to the Chairman of the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan.

By Order of the President of the Republic of Azerbaijan dated 10 February 2026, he was appointed First Deputy Chairman of the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan.

Married and has two children.
