The implementation of the Programme will help protect human life and health, property and state assets and the environment, ensure the country’s economic and environmental security, promote the production of competitive products and increase consumer satisfaction and, overall, stimulate economic development.

The “National Standardization Programme for 2026–2028” has been approved by the Azerbaijan Institute of Standardization (AZSTAND), operating under the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan.

The draft Programme was developed in accordance with the Law of the Republic of Azerbaijan “On Standardization” and the “Rules for the Development and Amendment of the National Standardization Programme”, approved by Resolution No. 285 of the Cabinet of Ministers of the Republic of Azerbaijan dated 27 May 2024, and took into account the opinions and proposals of more than 50 public and private entities.

In developing the Programme, account was taken of the state standards to be prepared on the basis of referenced standards adopted to meet the essential requirements of technical regulations, as well as of relevant regulatory and legal acts, the work plans of technical committees on standardization and the normative documents of international and regional standardization organizations. The findings of contemporary scientific and technical research and the country’s overall socio-economic development strategy were also taken into consideration.

The document provides for the development of new standards that promote the use of modern technologies and solutions across all sectors of the economy and ensure the production of safe, high-quality and competitive goods and services. To achieve these targets, the Programme envisages the adoption of up to 3,000 state standards over a three-year period.

The Programme covers a wide range of strategically important areas, including services, tourism, environmental protection, occupational health and safety, metrology and testing, mechanical and hydraulic systems, energy and electrical engineering, information technologies and telecommunications, transport and transport infrastructure, jewellery products, packaging, textile and leather technologies, food and agriculture, chemical technologies, minerals and the mining industry, petroleum and related technologies, metallurgy and mechanical engineering, wood and furniture technologies, the glass and ceramics industry, rubber and plastics, paper and cardboard, paints and coatings, construction materials, construction and civil engineering, children’s products and other strategic sectors.
