The seminar provided detailed information on the development of the technical regulation system, the application of technical regulations concerning non-food consumer products, and import control mechanisms applicable to such products.
A seminar entitled “Mechanisms for Exercising Control over the Import of Non-Food Consumer Products Covered by Technical Regulations” was jointly organized by the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan and the State Customs Committee of the Republic of Azerbaijan.
The event was opened with remarks by Fuad Mammadov, Deputy Chairman of the State Customs Committee; Rovshan Namazov, Head of the Main Department of Customs Policy; and Elmeddin Guliyev, Head of the Standardization, Technical Regulation and Certification Division of the State Agency. The speakers emphasized the importance of the technical regulation system and the benefits of introducing new mechanisms for the import of non-food consumer products.
Elmeddin Guliyev delivered a presentation on the technical regulation system currently being developed as part of the implementation of the State Programme for 2023–2025 on the Adaptation of the National Standardization System to International Requirements.
The impact on import procedures of technical regulations concerning non-food consumer products, both those already adopted and those planned for adoption, was explained through practical examples. The amendments made to the legislation on the requirements for the import of such products were also highlighted, along with the mechanisms for exercising import control. Particular attention was given to the advantages of the real-time electronic transmission of documents that importers are required by law to submit to customs authorities.
The seminar concluded with answers to questions raised by customs officials, followed by an exchange of views on the proposals put forward.
